Join our team! The Construction and Facilities Maintenance Office (CFMO), Operations and Maintenance (O&M) Branch is hiring a contracts & procurement specialist to : Prepare RFPs for goods and services, provide technical information for bid packages and monitor RFPs to respond to inquiries and prepare addenda. This position also coordinates O&M purchases with the CFMO Procurement specialist, ensures bid packages meet requirements, monitors postings and awards contract. Some in-state travel is necessary to work with on-site facility managers, monitors work in progress and conducts contract performance reviews.

Must have demonstrated ability to work and engage in diverse working environments.

This position reports to the O&M Branch Manager and does not supervise others.


Qualifications:


Required: Knowledge of the principles and practices of business administration in such areas as contract management and administration; familiar with purchasing procedures, must have technical knowledge of construction and facilities maintenance. Must have strong attention to detail, strong technical writing skills and ability to successfully resolve conflicts or disagreements.

Skill in the use of computers and office software – word processing, spreadsheets and databases.

Ability to communicate effectively verbally and to writing; to establish and maintain effective working relationships with others; to plan, coordinate, develop and organize procedures, to apply the required knowledge and skills of this position to gather and analyze data, develop alternative solutions, and recommend or select appropriate courses of action.

Minimum Qualifications: Two years college coursework or vocational training in accounting, finance, business administration, or college coursework in construction trades or a related field PLUS two years’ experience in technical construction or facility maintenance, grounds keeping or similar trade.

Other equivalent education and experience may be considered.

Conditions of employment: Successful applicant must pass a background check to have access to the Federal computer system. Must have a good driving record.
