MONTANA BOARD OF OIL & GAS CONSERVATION: The MBOGC is a quasi-judicial body that is attached to the DNRC for administrative purposes only. It maintains its principle office at 2535 St. Johns Avenue in Billings and has an administrative office in Helena and a field office in Shelby. Board Field inspectors work from their homes at several locations throughout the oil producing areas of Eastern Montana.

SPECIAL INFORMATION: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. The Glendive District Field Inspector is required to work remotely out of his or her home. Remote Field Inspectors are supplied with transportation, cellular phone, computer, printer, field and safety equipment. Cable internet and phone services will be reimbursed monthly.

DESCRIPTION OF DUTIES: This position serves as a Field Inspector and is responsible for planning and conducting inspections and investigations of oil and gas drilling/production operations in the Glendive, Montana area of the Southern District of Montana; providing technical assistance to operators, local communities, and interagency staff; and performing a variety of other duties as assigned. Inspections and investigations require the position to assess compliance, determine areas of deficiency or violation, and develop and recommend corrective actions to minimize public and environmental risks. The incumbent reports to the Chief Field Inspector (#80030) and does not directly supervise others.
Qualifications:
Knowledge
This position requires thorough knowledge of oil and gas well drilling, completion, and production practices, construction methods, safety procedures, and applicable rules and regulations pertaining to drilling operations. The position also requires knowledge of environmental mitigation and contamination prevention methods and techniques; oil and gas leasing and land ownership documentation; mathematics; basic geology; and working knowledge of seismic prospecting operations.
Skills
This position requires skills in GPS/GIS and manual map navigation, off-road driving techniques, basic operation of office software (e.g., word processing, database, spreadsheet, e-mail, etc.), and written and verbal communications. The position also requires skill in the use of pressure testing equipment, H2S monitoring equipment, and other scientific and safety devices.
Abilities
This position requires the ability to interpret and apply rules and regulations to unique field circumstances; conduct detailed inspections and technical analyses and develop logical conclusions; mediate contentious situations related to deficiencies, complaints, and conflicts between operators, landowners, mineral owners, members of the public, and others; and identify and mitigate serious public and environmental safety threats in the field with minimal assistance and sometime under emergency conditions.
EDUCATION AND EXPERIENCE: The knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to two (2) years of post-secondary education or formal training in petroleum engineering plus two (2) years of related experience OR a high school diploma plus four (4) years of experience in the oil and gas industry. Hydrogen sulfide safety training and UIC certification are required within twelve(12) months of hire.
