This position has the overall responsibility for the Offices of Public Assistance within the county. Offices throughout the county make determinations in applicants seeking services from the Public Assistance Office. This position develops work plans for the team, assures deadlines and objectives are met; and sets the strategic direction and broad goals for the local Office of Public Assistance within the framework of the Field Services Bureau.
(Major Duties or Responsibilities):
Field Office Management
- Sets goals and identifies priorities to foster and sustain local and statewide processes such as internal office procedures and Community Operating Plans (COP).
- Resolvs difficult client issues and conflicts.
- Interprets and clarifies policies, rules, regulations and objectives from a variety of State and Federal laws and regulations related to Public Assistance such as Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Asst. Program (SNAP), Medicaid for families, children, aged blind, Healthy Montana Kids (HMK), and disabled individuals.
- Provides general day-to-day operation of the office and direct services to clients when staff is not available.
- Responds to management evaluations through the central office process.
Implements Policy and Procedures
- Implements state and federal public assistance programs at the local level, and to ensure that all programs are being operated in a manner consistent with federal, state and departmental policies.
- Develops and implements policies related to local office operations and staffing.
- Prepares and presents fair hearing exhibits. Participates in the fair hearing process.
Supervision
- Trains team members as needed in problem solving methods, data gathering methods and group decision-making.
- Hires, guides, perform performance appraisals, and disciple’s staff. Provides direct supervision of supervisory staff and indirect supervisory responsibility for Client Service Eligibility Coordinators and Client Service Technicians.
- Establishes and assigns workload of employees, ensuring equity of workload within the Field office.
Physical and Environmental Demands: Typical office environment, however requires extensive hours at a computer. Limited travel will be required.

- Knowledge of eligibility program determination.
- Knowledge of personnel management and supervision.
- Ability to analyze information and evaluate results to choose the best solutions to solve problems.
- Ability to communicate information both orally and in writing so others will understand.
- Skill in assisting individuals from a variety of backgrounds and cultures.
- Conflict management and critical thinking skills.
Supervision
- The number of employees supervised is: 6 directly and 30 indirectly.
Qualifications:
Minimum Qualifications (Education and Experience):
- Bachelor’s degree in business, human services with a concentration that is directly related to public assistance, or a closely-related field of study.
- Four years of client service eligibility coordinator work experience or other job-related work experience with duties that include complex analysis and decision making and/or solving complex client service problems.
- Two years of supervisory experience.
- Other combinations of directly-related education and experience may be considered on a case-by-case basis.
Preferred qualifications:
- Two years of experience working with a community-based and/or statewide assistance program and its eligibility requirements.
- Six months of experience working with tribal government entities and/or other organizations of native peoples is highly preferred.
