This position is a technical lead that develops custom application software in test, development and production environments. The position is responsible for the coordination of some day-to-day tasks for the team. The technical lead sets the strategic direction and develops the architecture for custom applications, is a project lead, and makes policy recommendations to management.

Education and Experience:

• 
  A Bachelor’s degree in Computer Science, or closely related field;
  
• 
  Four years’ experience in a related area;
  
• 
  Alternate combinations of education and experience will be considered on a case-by-case basis.
  

Competencies:

Knowledge of:

• 
  Theory and practices of software development including source control, continuous integration, and test driven development;
  
• 
  Algorithmic and logic pattern matching, logical what-if analysis, and problem decomposition and synthesis;
  
• 
  The space and time tradeoffs of the basic data structures;
  
• 
  Agile development methodology.
  
  

Ability to:

• 
  Effectively communicate with diverse levels of management and stakeholders;
  
• 
  Delegate projects as needed to ensure multiple priorities are met;
  
• 
  Troubleshoot issues in complex, multiple tiered software applications;
  
• 
  Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;

  Use source control features; including branching and merging;
  
• 
  Design a normalized database schema and use views, stored procedures, triggers and user defined types;
  
• 
  Conduct tests of custom software applications, services, or processes to evaluate quality and performance;
  
• 
  Lead the day-to-day tasks of a technical IT team;
  
• 
  Identify problems, emerging issues and trends, and establish strategies to address them.
