WATER RESOURCES DIVISION: The Division carries out its duties for the purpose of promoting the general welfare and prosperity of the people of Montana. Sound coordination of the development and utilization of the state’s waters allows the Division to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, recreation, the conservation of water for wildlife, aquatic life and other beneficial uses.

DESCRIPTION OF DUTIES: The State Water Projects Bureau Chief administers the operation, maintenance, management, and rehabilitation of state-owned water projects including 22 dams, approximately 250 miles of irrigation canals, and one hydropower facility. Twenty-one of the dams are classified as High Hazard. This infrastructure supports 18 separate Water Users Associations, which operate under Water Marketing Agreements that are managed by the State Water Projects Bureau. Approximately 310,000 acre-feet of water, primarily for agricultural uses, is marketed to these Associations.
- Program Management: This position performs the management and supervisory engineering work necessary to plan, organize, and direct the activities of the Project Management Section, the Project Rehabilitation Section and the Hydropower Section which comprise the Bureau;
- Project Management Section includes management of water marketing and purchase contracts with associations; provide owners oversight of operation and maintenance on canals; administration of project lands to include property line disputes and the management of leases; ensure project repairs and rehabilitation efforts are properly conducted on canal systems; defend and support water rights tied to the Projects; and assist with the transfer of projects as needed. (4 FTE);
- Project Rehabilitation Section is responsible for the repair, rehabilitation, inspection and maintenance of state owned water projects, including conducting all annual and operating permit inspections. (8 FTE);
- Hydropower Section includes responsibility for all aspects of ownership, operation and maintenance of the Broadwater Hydroelectric facility as well as the development of any new hydropower facilities on state water projects. (4FTE);
- Personnel Management: Carries out supervisory responsibilities in accordance with the statewide, federal and departmental policies and applicable laws in accordance with state and department personnel policies and procedures. Responsibilities include overseeing, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Directly manages the Section Supervisors for the Project Management Section, Project Rehabilitation Section and Hydropower Section;
- Fiscal Management: Develops operational budgets for each program that includes state, federal and other funds to facilitate accomplishment of each programs requirements.
Additional responsibilities include when delegated, serving as primary spokesperson for the State Water Projects Bureau with the legislature, contractors, members of the public, affected industry representatives and special interest organizations.
Qualifications:
QUALIFICATIONS: The incumbent must have working knowledge of natural resources assessment and analysis and management; personnel and program management concepts and practices; and federal and state government grant procurement, management and reporting requirements and procedures.
The incumbent must have proven skills and abilities in leadership, personnel management and program management; negotiation; meeting facilitation; problem solving, team work and achieving consensus in groups with divergent interests; effectively dealing with controversial issues; directing multi-disciplinary and multi-organizational teams of employees in a variety of activities; communication; complex decision-making; staff supervision; and the ability to work with mathematical, statistical and engineering concepts and data.
Working knowledge of government organization, operation and functions, including the legislative process, budgeting and fiscal management practices; and the State Accounting, Budgeting and Human Resources System (SABHRS) is preferred.
The incumbent must have effective writing and oral communication skills. The Bureau Chief position involves a variety of technical and nontechnical issues and communicates to a wide variety of technical and nontechnical audiences that include water users, land owners, engineers, county commissioners, planners, legislators, congressional staff, contractors, and others.
EDUCATION AND EXPERIENCE: The knowledge, skills and abilities required for this position are typically acquired through a bachelors degree in engineering and ten years job related experience showing progressive growth and responsibilities. A licensed professional engineer is required. Experience in natural resource management, preferably water resource management is desirable. Equivalent combinations of education and experience will be considered and weighed on their individual merits.
