The Public Health and Safety Division leads public health efforts in Montana and provides state-level coordination of key public health services to local and tribal public health agencies. The Division serves a diverse group of customers and stakeholders while working to promote healthy lifestyles and protect the health of Montanans. The PHSD is committed to serving all of our customers and stakeholders with excellence and is a nationally accredited state health department through the Public Health Accreditation Board (PHAB). This milestone accomplishment is official recognition that the PHSD meets or exceeds the rigorous national standards established by PHAB.

Job Overview

Assists in the development of long-term goals and strategic objectives for local, Tribal and State health improvement. Works closely with the State Medical Officer, Public Heatlh and Safety Division Administrator, State Epidemiologist, and Public Health System Improvement Coordinator to identify, analyze, and monitor issues that affect population health across Montana. Communicates directly with partners and stakeholders to develop and maintain the State Health Assessment and the State Health Improvement Plan. Monitors and maintains the State Health Department’s strategic plan. Advises and assists local and Tribal health departments in producing community health assessments, health improvement plans, and organizational strategic plans.

Strategic Planning
  • Coordinates processes related to the Public Health and Safety Division (PHSD) Strategic Plan and State Health Improvement Plan updates and annual progress reviews.

  • Maintains the on-line public access State Heath Improvement Plan dashboard.

  • Coordinates the Montana Public Health System Improvement Task Force and the State Health Assessment & State Health Improvement Plan Coalition.

  • Provides input during SHIP review workgroups that identify the following: current health status, updated environmental scan and assets mapping, new or changing themes and strengths, identifying any new forces of change, strengths, weakness, opportunities, and threats (SWOT), and changes to the public health system’s capacity. Tracks data to meet the information and reporting needs of the PHSD and the PHSIO.

  • Responsible for documenting SHIP and PHSD Strategic Plan review processes and drafts updated documents after the formal reviews.
  • Participates in the communication of SHIP priorities with all stakeholders and the public through the creation of information products or presentations.

Local and Tribal Support

  • Advises and assists local and Tribal health departments in the processes associated with creating community health assessments, health improvement plans, and organizational strategic plans.

  • Manages grant funded programs that support local and Tribal health improvement planning activities.

  • Reviews grant deliverables to ensure compliance with task order instructions.

  • Visits local and Tribal health departments to support to community health improvement planning processes.

Physical and Environmental Demands

This position works in a typical office environment with keyboarding requirements and requires regular travel to rural locations within Montana.

  • Ability to develop and implement project work plans with minimal supervision.

  • Ability to coordinate and facilitate strategic planning processes.

  • Understanding of planning and evaluating public health programs.

  • Able to collect and analyze data.

  • Excellent written and verbal communication skills.

  • Effective decision-making and problem-solving skills.

  • Ability to identify problems, develop and implement solutions.

  • Understanding of performance management.

  • Ability to operate personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, email, internet, and other computer programs.

  • Knowledge of Public Health Accreditation Board’s standards for community health and organizational strategic planning.


Qualifications:


Minimum Qualifications

  • BA in a social sciences field preferred.

  • 2 years of strategic planning experience in a mid to large sized organization or for a diverse group of stakeholders.

  • 1 year of experience coordinating task groups such as a coalition, workgroup, task force, or board.

  • Ability to travel at least 50% of the time.

  • Other combinations of directly related education and experience may be considered on a case-by-case basis.
