WATER RESOURCES DIVISION: The Division carries out its duties for the purpose of promoting the general welfare and prosperity of the people of Montana. Sound coordination of the development and utilization of the state’s waters allows the Division to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, recreation, the conservation of water for wildlife, aquatic life and other beneficial uses.

1. Describe your academic training and work experience related to the competencies described in this position. Include any experience performing floodplain studies along with knowledge of the National Flood Insurance Program (NFIP).

DESCRIPTION OF DUTIES: The purpose to the job is to provide engineering and GIS technical support, along with contract management and administrative services, to the Floodplain Mapping Unit under the direction of the Water Operations Bureau Chief. The engineering tasks performed by the incumbent are under the responsible charge of the Licensed Professional Engineer’s managing the Floodplain Mapping program.
The incumbent would perform GIS and engineering tasks in support of the completion of new floodplain mapping and studies. The tasks include accomplishing the following specific tasks, or performing technical reviews of: scoping, field reconnaissance, surveying, hydrologic and hydraulic analyses and modeling, technical documentation, floodplain delineation, and GIS mapping. Other tasks include contractor procurement of engineering services, project administration and oversight, and coordination with communities, contractors, state and federal agencies, and others.

The incumbent provides engineering technical review assistance in support of the services provided by DNRC Regional Engineers to local communities. Community technical reviews involve evaluating the engineering aspects of local floodplain permit applications and FEMA Letter of Map Change (LOMC) submittals, for sufficiency with local floodplain ordinances.

Other duties include providing GIS services and support to the Mapping Unit, preparation and update of the annual State Business Plan and Program Management Grant Applications, updates to the FEMA Mapping Information Platform (MIP), participation in procurement of engineering and surveying services, budgeting, scheduling, invoicing, contractor management, and coordination of meetings, program outreach and training activities.


Qualifications:

COMPETENCIES: Desired knowledge, skills, and abilities include:
• A strong background in Water Resources engineering including expertise in the theories, principles, and applications of hydrologic and hydraulic analyses; and associated modeling software (especially HEC-HMS and HEC-RAS),
• Practical knowledge of field surveying methods and topographic data collection; including LiDAR,
• Proficiency and experience utilizing GIS mapping applications,
• Practical experience performing floodplain engineering analyses, modeling, delineation, and mapping,
• The ability to comprehend and interpret policies, state and federal laws and guidance pertaining to water resources and floodplain management,
• Enjoys and excels working on multidisciplinary teams with diverse skill sets,
• Strong computer software and troubleshooting skills,
• Critical thinking, problem solving, attention to detail, and organizational strengths,
• Effective writing and oral communication skills.

EDUCATION/EXPERIENCE: The knowledge, skills and abilities required for this position are typically acquired through possession of a Bachelor of Science (BS) degree in Civil Engineering or equivalent, and two (2) or more years of applicable work experience. As a minimum, must have an Engineer Intern (EI) Certification, preferably within the State of Montana – Applicant is required to have passed the Fundamentals of Engineering (FE) Exam. Desirable certifications include: a Montana Professional Engineer's (PE) License; and registration as a Certified Floodplain Manager (CFM) by the Association of State Floodplain Managers(ASFPM). A valid driver’s license is required.

Education and experience equivalent and comparable to that specified above may meet job requirements and will be considered on an individual basis. Training assignments may be considered and/or required if an applicant does not meet all the competencies, skills or abilities
