This is a Public Relations Spec ialist position for the Montana Office of Tourism and Business Development’s (MOTBD) Small Business Development Center (SBDC) team.

This position is an integral part of the Montana SBDC Lead Center team. Lead Center program management reflects on the competency, professionalism, and integrity of the Montana Department of Commerce, the SBDC network, the SBA District Office, the ASBDC national network, other SBA Resource Partners, and other statewide referral sources.

The SBDC Public Relations Specialist manages activities involving the promotion and marketing of the SBDC program. The position:
  • assists in administering the client activity management information system (MIS) for reporting business consultations and trainings to the SBA.
  • provides troubleshooting services on databases, websites, and other technologies.
  • fields inquiries from the public by telephone, in person, and/or via the Internet, regarding starting, owning, and operating small businesses.
  • position reports to the SBDC State Director and does not directly supervise other agency personnel.

Qualifications:


Education and Experience:
Bachelor’s Degree in marketing, communications, graphic design, public relations, or related field.

Knowledge of:


  • complex marketing best practices and emerging technologies, as well as products like the Microsoft Office Suite (Word, Access, Excel, Outlook, and PowerPoint), Adobe (InDesign, Photoshop), and website servers like DotNetNuke. Other knowledge concerning information technology, database management, web page maintenance and content development, desktop applications, and data and records management is also essential.



  • basic understanding of SEO, social media, email marketing and in-bound/out-bound marketing strategies is required.



  • office management and customer service standards.



  • business concepts and administration; principles and practices of contract administration; laws and regulations; government organization and operations; and, state and federal granting procedures are helpful.



  • general management concepts such as: setting goals and priorities, developing budgets, establishing deadlines and work plans; contract management, project management; and public relations are key.



Skills in:
  • project planning and monitoring

  • exceptional written and oral communication

  • independent judgment; negotiation; developing and maintaining effective working relationships with a variety of individuals and agencies

  • operating office equipment including a personal desktop computer with word processing, spreadsheet, database, and publishing programs, Internet and email; other office equipment such as a copy machine, a fax machine, telephone, calculator, scanner, and laptop computer

  • computer applications and IT support

Ability to:

  • independently plan and coordinate work activities under general guidance and direction

  • interpret program policies, procedures, and data

  • conduct research and analysis

  • negotiate, persuade, and take corrective action, when necessary and appropriate

  • manage a large workload and respond to non-routine situations

  • work under stress of multiple projects, deadlines, and changing priorities;

  • plan and complete work on a timely basis

  • pay close attention to detail and communicate effectively orally and in writing

  • establish and maintain effective and positive working relationships with co-workers, local and state officials, grant recipients, academic and business representatives, legislators, and the general public
